In May 2023 the U.S. Environmental Protection Agency (EPA) announced $1 million awards from its Climate Pollution Reduction Grants (CPRG) program to four NY State metropolitan areas. These grants were used to develop new GHG Inventories and Climate Action Plans. These grants are in addition to $3 million that New York State received for state-wide Climate Planning.
The Capital District Regional Planning Commission (CDRPC) led the planning efforts for the Albany-Schenectady-Troy metropolitan area, which included Columbia County. The Climate plans includes:
Greenhouse gas emissions inventories
Emissions projections and reduction targets
Economic, health, and social benefits, including to low-income and disadvantaged communities
Plans to leverage other sources of federal funding, including the Bipartisan Infrastructure Law and Inflation Reduction Act
Workforce needs to support decarbonization and a clean energy economy
Future government staffing and budget needs
In March 2024 a Priority Climate Action Plan (PCAP) was completed
This Climate Action Plan wa developed through a newly formed Climate Action Collaborative that includes a consortium of regional agencies, partner organizations, and municipal climate action leaders covering Albany, Schenectady, Saratoga, Rensselaer, Columbia, Warren, Washington, and Greene Counties.
As part of the CCAP mentioned above, CDRPC and its consultant Climate Action Associates have developed a GHG Emissions Inventory for the Capital District Region for 2022. The inventory apportions direct and indirect emissions throughout the region to all 160 cities, towns, villages, and the 8 counties in the Capital Region Regional Economic Development Council (REDC). This regional inventory will be a great benefit to the counties and municipalities when it comes time to develop their own Community Climate Action Plans.
